How to Activate Microsoft Office by Phone (Confirmation ID)

Updated by the Software Recycling support team

To activate Office by phone, open an Office app, choose the telephone option in the Activation Wizard, call the number shown and read out your installation ID. The automated system gives you a confirmation ID in eight blocks. Type it into boxes A to H and Office activates without an internet connection.

Telephone activation lets you activate Microsoft Office without an internet connection, or when online activation fails. You read a number generated on your PC (the installation ID) to Microsoft's automated activation line, and it gives you back a confirmation ID that activates Office. The steps are the same for every Office 2016, 2019, 2021 and 2024 edition on Windows that offers telephone activation.

When should you use phone activation for Office?

Use phone activation when online activation is not possible or keeps failing. Common reasons include:

  • The PC has no internet access, or a firewall blocks Microsoft's activation servers.
  • Office shows an error saying the product key has been used too many times or cannot be activated online.
  • You installed a Pro Plus (volume) edition and the wizard offers telephone activation as an option.

Phone activation works for the key types that support it, most commonly Office Professional Plus keys. Home & Business editions sold as retail are usually redeemed at setup.office.com, linked to a Microsoft account and activated when you sign in, so you may not see a telephone option for them.

How to activate Office by phone with the Activation Wizard

The Activation Wizard is built into every Office app. These steps work in Word, Excel, PowerPoint or Outlook.

  1. Open any Office app, for example Word.
  2. If the Activation Wizard does not open on its own, go to File > Account and select Activate Product.
  3. Enter your 25-character product key if Office asks for it.
  4. In the wizard, select I want to activate the software by telephone and click Next.
  5. Choose your country or region from the list. The wizard shows the activation phone number for that location.
  6. Call the number. Keep the wizard open on screen.
  7. When prompted, enter the installation ID shown in step 2 of the wizard, one group at a time, using your phone keypad.
  8. Answer any questions the automated line asks, such as how many computers the software is installed on.
  9. Write down the confirmation ID that the system reads out. It comes in eight blocks labeled A to H.
  10. Type each block into the matching box (A to H) in the wizard and click Next.

If the numbers are correct, the wizard confirms that Office is activated. Close and reopen the app, then check File > Account. It should say Product Activated.

Tips for reading the installation ID

  • Do not close the wizard or restart the PC between getting the installation ID and entering the confirmation ID.
  • Do not change the product key in the middle of the process. A new key produces a new installation ID, and the old confirmation ID will not work.
  • Read each group back to yourself before pressing the last digit. Most failures are a single wrong digit.

How to activate Office by phone from the command line

If the wizard does not show the telephone option, or you prefer the command line, use the ospp.vbs script that ships with Office. This works well for Pro Plus installs managed by IT.

  1. Search for cmd, right-click Command Prompt and choose Run as administrator.

  2. Go to the Office folder. For 64-bit Office this is usually:

    cd "C:\Program Files\Microsoft Office\Office16"

    For 32-bit Office on 64-bit Windows, use C:\Program Files (x86)\Microsoft Office\Office16. Office 2016, 2019, 2021 and 2024 all use the Office16 folder.

  3. Display the installation ID:

    cscript ospp.vbs /dinstid

  4. Call the activation line for your country and enter the installation ID.

  5. Enter the confirmation ID you receive, with no spaces or dashes:

    cscript ospp.vbs /actcid:CONFIRMATIONID

  6. Check the result:

    cscript ospp.vbs /dstatus

The output should show LICENSE STATUS: ---LICENSED---.

Which Office versions support telephone activation?

Office version Phone activation Notes
Office 2016 Pro Plus Usually supported Activation Wizard or ospp.vbs
Office 2019 Pro Plus Usually supported Activation Wizard or ospp.vbs
Office 2021 Pro Plus Usually supported Activation Wizard or ospp.vbs
Office 2024 Home & Business Usually not offered Activates by Microsoft account sign-in
Office for Mac Usually not offered Activates by Microsoft account sign-in

If you are not sure which edition is installed, open File > Account and read the name under Product Information.

What to do when the automated phone line fails

If the automated system cannot validate your installation ID, work through these checks in order.

1. Check for typing mistakes

Hang up, look at the installation ID again and call back. Enter each group slowly. A single wrong digit makes the whole ID invalid.

2. Confirm the key matches the installed edition

A Pro Plus key will not activate Home & Business, and a key for Office 2019 will not activate Office 2021. Open File > Account and check that the edition and version match the key you bought. If they do not, see our guide to installing and activating Office.

3. Stay on the line for an agent

If the automated line rejects a correctly entered ID, it may offer to transfer you to a Microsoft agent. The agent can check the key and, where appropriate, read out a confirmation ID.

4. Contact our support team

Every key from Software Recycling LLC is a genuine Microsoft product key, and activation is guaranteed. Online and telephone activation are both supported. If your key will not activate, including an "already used" message, we send a working replacement key free of charge and stay with you until Office is activated. You can change the key in Office using the steps in our guide to changing the Office product key.

Common Office phone activation errors

Message or symptom Likely cause What to try
Confirmation ID not accepted A digit was typed wrong in boxes A to H Re-enter each block carefully
Installation ID cannot be validated Typo on the call, or key limit reached Call again, then contact support
No telephone option in the wizard Edition activates by account sign-in Sign in with your Microsoft account
Unlicensed Product banner after activation App was not restarted, or a second Office install exists Restart Office, check File > Account

If more than one edition of Office is installed (for example a trial copy of Microsoft 365 alongside Office 2021 Pro Plus), Office can show license errors even after a successful activation. Remove the edition you do not use from Settings > Apps and restart the PC.

Does phone activation affect updates?

No. Once Office is activated by phone, it is licensed exactly as if you had activated online. It receives Microsoft updates and security patches through the normal update channel when the PC is connected to the internet.

Frequently asked questions

The confirmation ID is the number Microsoft gives you after you read out your installation ID on the activation line. It is split into eight blocks labeled A to H. Typing it into the Activation Wizard proves the key is valid for that PC and completes activation offline.
Open Word or Excel, go to File > Account and choose Activate Product, then pick the telephone option. The wizard shows the installation ID in numbered groups. You can also run cscript ospp.vbs /dinstid from the Office16 folder in an administrator Command Prompt.
Usually a digit was entered wrong, or the key has reached its activation limit. Check each group and try again. If it still fails, stay on the line for an agent or contact our support team, who will send a replacement key free of charge if the key will not activate.
Phone activation depends on the key type. Pro Plus keys normally support it. Home & Business editions for Windows and Mac are usually linked to a Microsoft account at setup.office.com and activate when you sign in, so the telephone option may not appear.
No. Telephone activation was designed for PCs that cannot reach Microsoft online. You only need the Office app open on the PC and a phone. Once the confirmation ID is accepted, Office is fully activated and you can connect later for updates.
